5.2 The 5-Presidents' Report

The so-called "Five Presidents' Report" gave the starting signal for a number of centralisation initiatives.

Since the publication of the paper on "Completing Europe's Economic and Monetary Union" (better known as "5-Presidents' Report"), the Centrists have been trying to bring further proposals for comprehensive reforms of the EU and the eurozone into the public debate with an almost unmanageable flood of new proposals. Other important initiatives are the White Paper by Commission President Juncker and the following five reflection papers of the EU Commission, or the constitutional initiative of French President Macron. Often proposals to transfer money are often bundled together in packages with other proposals that are easier to communicate to citizens, such as new ways to combat terrorism.
